ie proxy setting

Need some help here, my mom recently got dsl before she had just reg dialup. Thing is everytime I start up the computer and try to get on the net with ie the checkbox is marked in tools/internet options/connection/ lan settings - the proxy box is checked, and it doesnt let my connect to the net.

I uncheck it and then im able to surf as normal, but when I restart the pc it comes right back and I have to do it over again, or she does. Question is why does it keep coming back?? How do I leave it unchecked, I downloaded highjackthis and i saw the registry entry that was there and deleted it, but it still comes back. Im clueless

did she have "high speed" dialup? that's the most common problem I've ever seen.

Let's not forget that DHCP can provide proxy settings. The router may be handing out a proxy/IE is configured to automatically detect proxy settings.

Its pointing to 127.0.0.1 I believe. Not sure what it is exactly but isnt that also in the host file or something. She didnt have high speed dialup but I think I uninstalled all the stuff she had from the dialup isp. Dont know how i can get rid of it, only other thing I can think of is having her work with a different web browser, but then there are those sites that have a hard to working out of ie.
