IE/Firefox not allowing pop-ups even when wanted

IE and Firefox won't open any pop-up windows which I want opened. Anyone have any clue how I can fix this? I've got google's toolbar on IE but I've got the pop-ups allowed on specific sites I want pop-ups from but it still won't show um even if I click on links that cause pop-ups to appear. For Firefox, I've got the sites that I wante pop-ups allowed in setup in the options.
 
Try backing out a page or two and keep clicking. Possibly a right click in firefox (open in new window).

I have noticed firefox being odd with that before.
 
Yes, but this problem was happening before I did the update (which I did earlier this morning thinking maybe it'd solve the problem).
 
Do you have scripting disabled in Internet Options --> Security? Reset the Internet to the Default level.
