IE/Firefox encoding problem

Hi all,

I dont know how this happened but my encoding doesn't save everytime i try to change it to Cyrillic (Windows). When i change my encoding setting to user defined - Cyrillic (Windows), it works, but when i go to another website or if i refresh the current site, IE discards my settings back to Western (ISO-8859-1). Auto-select is off. If anyone knows how to fix this problem please let me know because this is driving me crazy. I want to force IE or FF to show everything in one encoding (Cyrillic (Windows)).

Try Opera.
But ya... I have no idea why that happens with FF, but it stays in Opera... even with a restart.
