IE 5 Security Help

I went to a web site that I should not have gone to, before I could get all the windows closed I was in deep Doo. One of the sites changed my homepage, now I can not access Tools > Internet Options under IE 5. This is the message that pops up when I try to go to Internet Options.

"This operation has been canceled due to restrictions in effect on this computer. Please contact your system Administrator."

I'm running Win 98 SE, IE 5, I have tried HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies
Delete the Ratings key but no value had been set.

Can any of you offer any helpful advice?

I think you can change this under HK_CURRENT USER/microsoft..etc...not sure though..haven't used win98 in ages.

have you tried the internet settings in the settings folder? is your computer incorrectly thinking there are restrictions or are there really restrictions (ie, this is a work computer or something)? you could reinstall ie. depending on your connection, it wouldn't take too long.
 
I found a Microsoft article q216583 and did all of that and it still does not work. The problem occurs when IE is open and I click Internet options > Tools. I'll try reinstalling.
