IE 5 Is Out Of Control! Help!

IE Version 5.00.3103.1000
Win 2k SP1

Whenever I click on a mailto: link either on a website or in an Outlook Express message, it opens 50-60 IE Windows. Also, sometimes while I'm browsing, IE becomes very slow and sometimes gives illegal ops; short of upgrading to 5.5, anyone know of a possible fix?

[EDIT:] Also, I've tried downloading those pop-up stopper programs and that doesnt even seem to work.

Yes I have Norton Corporate Edition v 7.51 with the last definition file dated 11/14/01. . . and the strangest thing I forgot to mention. . .every time I start IE or OE it gives me the "this is not your default browser" prompt regardless of whether "show me every time" is checked. . .
