IE 5.5 problems

I have a Celeron566@905mhz at 1.80V with an Alpha PEP66 ....and IE5.5 used to work great...i had to reinstall windows recently ...and now sometimes when I click on a link, IE just sits there....for a bit then goes to the link ...but this used to never be a problem. IE used to just go to the link right away without any hesitation. I was wondering if this is due to a bad install...but I reinstalled several times and even did that option where you can fix IE under control panel:add/remove software section. The CPU can't be the culprit because it works fine and is running at 32C under normal conditions. ANy help would be appreciated.
 
Which version of Windows did you reinstall? It might have downgraded your IE 5.5 if it wasn't SE. Try reinstalling IE 5.5 separately.
 
I reinstalled Windows98 first edition...then WIN98 SE right afterwards. I'm kinda starting to think the chip is at fault..but i don't really see how that can be. I used EasyMTU to edit my modem settings in the registry....and I used windows update to do all the necessary updates....I reinstalled everything at 566mhz ....i'll let you know if I still have that problem..thanks
