I clearly stated my shipping policies in the auction. If he keeps complaining and doesn't pay my shipping, what are my options as far as getting a neg in return for filing a DNP?

 
Do what rudder said. Add a massive handling charge to the new invoice for "custom shipping" leaving him at a net loss. 😛 Seriously, he agreed to the previous terms so he's just being an ass here.
 
I reinvoiced the guy with an extra fee called misc charges*
