The nominal default voltage for DDR SDRAM is 2.5 volts.
However, these days this number seems to be the minimum for proper operation. In many cases you need to go to 2.6 volts to be stable at ANY overclocked speed for generic PC2100 DDR SDRAM. Brand name DDR SDRAM doesn't always need a power boost.
If you have PC2400 or PC2700 rated DDR SDRAM, they shouldn't need too much of a boost in order to run at 150+MHz FSBs, since they are tested to operate at these speeds. For peace of mind, I would still recommend going to 2.6 volts.
2.9 volts would be the absolute ceiling on DDR SDRAM voltage, no matter what the PCxxx rating.
