IDE to SATA converter slow speed

Hello,
I just got this http://www.aliexpress.com/item/1Pc-...Adapter-Converter-for-DVD-CD/32448595307.html to connect an old maxtor 6l250r0 to my current PC.
I don't why but I'm getting a very slow speed, around 4-5MB/s read speed and if I try to write something on it it just hangs with 100% usage.

I thought that these converters were just interfaces not controllers so they don't actually influence speed that much. So what do you think it is?

I'm using a ASrock z77 pro3 if it helps.
 
They are controllers, as for what is causing the slow speed, it could be that controller, or any number of things, cables, power, the device itself.
