I am going to reinstall ICQ, what is the easiest way to transfer my contact list?

I am 100+ contact....=(

move your 2000b folder thats inside your ICQ folder to a different folder or to desktop then install ICQ and move your 2000b folder back into your ICQ folder then you are dont.

how about those files in UIN folder?

nope you dont need it...just make sure you write down your ICQ number and register as an existing user with that number
