Icons don't slow down bootup, it's your startup programs and services instead.

Open up services.msc, and msconfig and disable unnecessary services and uncheck useless bootup programs.

Sure they do. Your computer has to associate pictures to the links/shortcuts/whatever and has to dig them up. It is easy to see this in action by ending the explorer task and restarting it.
