nah, if you add the sugar first, much will dissolve out because you have a super-saturated solution due to a temperature increase in your solvent

If you add the sugar after it has chilled, it won't dissolve nearly as "well".

You make a syrup (boil 5:3 sugar:water, lemon optional) to add to the tea so that you don't have to deal with undissolving sugar.
