ibook keeps ejecting CDs

I have an ibook G3 snow-shite that gets a kernel panic immediately every time it boots up, so I'm trying to boot off the Apple Hardware Test CD and the *powerbook* software CD (I don't have one for ibook), and the Panther CD and every one just whizzes and reads for 10 seconds or so and then ejects

even when I hold down the C key and power-on
