IBM TP T21 modem problem.

My new T21 always reboots after the modem gets connected, should I claim it to IBM or anybody have a good suggestion on that?
These are what I already try:
- clean install the original win98
- download and reinstall latest modem driver
- pull out and reinstall the modem
- pray
