Are you sure you're not just looking at "system idle process"? Because this SHOULD be 100% at idle

when i am starting a computer with dignostic startup(msconfig) it shows 0% loading at startup, i think i have to format... no otherway

Please open process explorer and take a screenshot, and then post that screenshot here. It should look like this. Notice how the top process, called "system idle process" is using most of the CPU. That is correct. If any other process is taking cpu power, then you have a problem.

Or in task manager CPU Usage (bottom middle) should be a couple of percent (is it reading 100% ?).

AV software can peg the CPU at 100%, I had a problem with AVG a while back using 100% CPU (not while scanning).

ok when i saw it was scvhost taking more through program given at above link( windows host control) , then it was 4 processors each loaded 25%
but nothin other but i have formated now everything is fine...

ok thanks everyone to help me, god bless all of u...
n i am using Kaspersky...
