I would like to send a phone card to someone in Germany

I have not gotten the card yet and I would like to get one to someone in Germany so they can call me here in the US. Any suggestions before I go ahead and overpay?

Thanks. This is my girlfriend and she doesn't have a phone in her room so i would have to call one in the building and ask for her. I can do that but sometimes it will be easier for her to call me if I can get her some sort of a decent rate.
