If you remove your hard drive and slave it in another NTFS system you can. But after you boot up to the altered drive without IE, the task manager and a few other things will no longer function.
I know you can use nLite to create a XP installation disc that doesn't contain things such as IE (I always remove MSN Explorer and Tour), I would refrain from doing so. I believe many components assume it's there and use it.
