It didn't have anything to do with the plot of the movie. Steve Buscemi was in the movie Fargo which was also directed by Joel Coen. In Fargo Steve played a character that wouldn't shut up. He kept talking and talking. So, in The Big Lebowski, he had Goodman's character constantly tell Steve's character to shut the fvck up.
