i want to upgrade/make my comp quieter

ok i want to upgrade my comp a little bit specs in sig. i mainly want to make it quieter and cooler and get rid of most of the lights. and i want a tv tuner. heres waht im thinkinging. no real buget but nothing insane.

get a seasonic s12 600w for lots of upgradabilty.
zalman 7000b for cooling and noise with ceraque(sp?)
i need a 120mm fan to replace my LED one. i need sugestions here. needs to be quiet
and im thinking a ati theater 550 card.
a benq dvd-rw so i can burn on the fly and have 2 different models.

if i get the new psu im going to be building my sis with my old parts so i can use that psu and extra fan.

waht do you think anything you would change?

I assume your current case has a window?
Getting a case without a window and is designed to be quiet can do this in one, sometimes cheaper step.
I, and others probably will to, reccomend the Antec P180, $135 at mwave.com. The only problem you could run into with that case is the power supply cable to the mobo (24-pin) can possibly be too short. That PSU is fine otherwise though.
The Zalman cooler should be fine.
For the 120mm lighted fan, try getting that last if you get a new case. The noise might be dampened and the light will no longer be visible.

As for the TV tuner, read AnandTech's MCE TV tuner roundup. I can't remember, but I think they found the ATI Theater 550 to be the best. You should probably read it anyway though, if you haven't already.

What case is this in? Good choice on the psu. For cpu HSF, I like Thermalrights xp120 with a low rpm 120mm fan for quiet/cooling performance. Coolermaster has some nice/cheap/quiet sleeve 120mm fans for $6. Hauppauge is tops for tv tuners IMO. NEC dvd for $41?

i dont want a new case sense this one is new. i will look at that tv round up. and for the dvd i already have a nec i want a different brand so i dont have to worry about media not working with it.
