i have several lakes around where i live (arkansas), do people kiteboard at all on lakes or am i out of luck?

Best way to start is to get a trainer kite and learn how to fly. You can kiteboard most anywhere as long as you've got a sizable body of water (I have no idea what constitutes a sizable body of water since I just use the good old Atlantic Ocean which is sufficiently large). Lessons help, but obviously someone has started this without taking lessons, and with patience and perserverence you can pick it up.
Learn to fly, maneuver and launch/re-launch the kite first, then worry about getting out onto the water (which seems to be the hardest part).
I haven't actually done this due to the prohibitive startup costs, but I have a close friend who took it up.
Also, check local rules before you set out on a particular body of water b/c more and more places are banning kites because they go so fast and people can get hurt if they get caught in your cables.
