Bottom line .. to be fluent you need full immersion. Whether it's finding someone close with whom you can speak daily, or moving to an area where Spanish is spoken more heavily. I, too, took 5 or 6 years of Spanish in school and I was pretty good at it. I wanted to brush back up now that I've been out of school for a few years and I found Rosetta Stone to be almost worthless. It was a nice reminder of things, but I don't think of it as actually "teaching the language" as much as "teaching one to recognize/stumble through it."
