I want my PC as quite as posible

I replaced my 80G Samsung with a 40G WD because I needed the extra space in another PC. The WD compared to Samsung is louder but makes less noise when reading/writing.
I'm guessing that if I could slow down the spinning rate it wouldn't make so much noise
 
The most easy way is often a piece of software: www.almico.com/speedfan.php Speedfan. It can control fans according to temperatures. The thing is, your motherboard has to support it. Often motherboard makers do not connect all fan connectors to the Super I/O chip.
 
Start with a Spurer Tornado 350W

Next simply open your case and disconenct each fan until you find the worst offenders.

CPU - Get an XP-90 coupled with a 92mm ZM-F2 or Vantec Stealth

If your case fans are not so bad, get a Fanmate controller and quiet them down even more.

Put the PC beside a desk or other furniture to block any remaining sound
