1) Decline it and specifically request they send you NON-CREDIT CARD Paypal or money order.
2) Open a 2nd Paypal account and upgrade that to a premiere account. So you now you'll have two Paypal accounts.

someone please answer me, so if i have a premier account (get charged for any type of payment received) i can create a regular account (to avoid the non-cc charges)???

yes, but it has to be tied to a different checking account.

Yes you can and Paypal allows this. You will need a separate email address and bank account though. Opening another bank account can usually be done in 5 minutes, just call your bank or credit union and ask their procedure.
 
You can have two accounts as has been stated. You can also revert back to Personal from premier. I did it once after I had accepted a CC payment.

edit: btw, if you accidentally upgrade, I believe they only let you revert ONCE. Otherwise, you're stuck as a business acct so be careful!
