Article One - Section 7
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

I guess I am just too much of a simpleton to understand this legal gibberish.

(Didn't the health care legislation originate in the Senate?)

The Patient Protection and Affordable Care Act, which was passed by the Senate on 12/24, was "H.R. 3590." "HR" means the bill originated in the House of Representatives. That is why the House passed the first HCR bill, before the Senate passed one - because the bill had revenue provisions. More than likely, the Senate version was constructed as a series of amendments to, or as one amended version of, the House bill. Not sure of the exact procedure for how this was handled in the Senate, but technically the bill did originate in the House.

So the house passes bill A.
The Senate passes bill B.
The senate says that it "originated" in the house but had nothing to do with the house. It didn't "technically" originate in the house, they just said it originated in the house.

Not really seeing a connection to the house....

Someone once told me Santa Clause was real. Just because someone said something doesn't make it the case.

This is the type of action and blatant disregard for the constitution people are sick of.

You're correct. Normally House passes a bill which then goes to the senate. Senators are free to add amendments to the bill which is then called the 'senate version' or sometimes simply 'senate bill'. Once the senate passes the bill (with their amendments) it goes to conference to iron out the difference between the 2 versions and then becomes the final version to send to the President.
