The apartment I'm in - yes, quite possible. The surge protector might not have been up to the task of filtering it out. However, I wasn't living here when the first PSU popped.

Next time, it's going behind a UPS. 😛

It may have not been a surge that killed it. If your power runs slightly low or slightly high, it could kill your stuff. You'll want a UPS with Automatic Voltage Regulation (AVR) if that's the case.
