If I were in your shoes, I'd be looking at 98+ models if you could afford it...those have the LS1 (more power) plus you don't have to deal with the hated (and expensive) Optispark distributors in the LT1s.
That said, I don't know if I"d get a modded T/A with 12x,xxx miles on it. You don't mod a sports car to granny-foot it to the grocery store, if you get my drift....
I'd bet anything that the previous owner beat the crap out of it, even if it does look nice. My advice - wait around for an LS1 car with less miles on it and very minimal (if any) mods.

but yes, i understand the problems possible with a modded LT1. however i would love to find a low mileage stock LS1 but its not happening at my $ amount of about 8 grand.

I'm assuming you're <25, male. Your insurance rates are going to suck regardless in a V8 F-body, but it is true that a slightly older LT1 car with a few less HP might net you slightly better rates than an LS1.
But any car like this is going to be horrid in snow. I drive a 1988 Trans Am, and while I love it...it's unmanageable in any form of snow. And mine isn't even very powerful compared to what you're looking at - mine made 235HP stock. Decent for its time, but there are new family sedans that could blow the doors off of it now.
I bought a junk beater w/ cheapest insurance I could get to drive in the winter, while the T/A stays parked in those months. For less than the price of crap wheels and decent snow tires, I got a whole separate car + insurance. Might be something to look into, if it's possible for you.
