I'm not sure what more information to give, but I'd be happy to oblige if someone knows WTF is going on here...
 
Which file? index.php or application_top.php? I assume it would be safe to chmod 755 every file/directory, right?

I chmodded the application_top.php to 755 and I'm still getting the same error.
