That's the old old method, that's not a standard method I've ever seen. EvoX is just an unsigned application like any other XBox application - you'd just boot off the EvoX CD, FTP over to it and install EvoX (or just use Slayers or another auto-installer to format your drive and install EvoX on there) If you're decent with soldering, it's like $30 for a chip, $50 for non-soldered.

P.S. it's easy to avoid the XBox Live issue when you don't have an XBox Live account.
As long as you can boot off that disk (I believe there has to be an xboxdash.xbe in the root directory, my memory is a little rusty) yes you can boot off it. EvoX doesn't give you the option of copying it over - you'll just have to FTP in and copy the EvoX directory over.
