Warmongering....maybe, unless he really felt that Saddam was an imminent threat and this falls back on the info he was getting from our own intelligence and others around the world. Many dropped the ball here.

Was he predisposed to go to war? Well, he had a tyrant who had been thumbing his nose at us since Gulf War 1. A tyrant who had used WMD and had a large cache of oil to grease the gears of terrorism.

Was Saddam using his oil to support terrorism? Probably not any more than other countries of the middle east.

Is Iraq a morass from which we need to get out? YES!

Is involving a more multi-nation force the solution? I can't see how having a fragmented command structure and an army with differing allegiances would be better. It might spread the misery amongst more countries, but would probably cause more total misery.

Considering we're already there, have invaded, and an exit in the forseeable future would lead the country into a bloody civil war what are your proposed solutions to ending the war?
