Well, depending on the cable modem (it varies between makes and sometimes even between models), it may be one of three things:
1) cable modem talking to PC
2) cable modem talking to [ISP]'s network
3) cable showing each and every bit of activity between both PC and CM, and CM and [ISP]'s network
I know light configurations on a few modems, but I don't know specific information about any modem's activity light since it isn't actively used as a part of the ATTBI network. For instance, some modems have an "e-mail" light which lights up when an email is sitting in the ISP's inbox waiting for the customer to download it to a POP3 program or look at it in the webmail provided or whatever. In order for that e-mail light to properly function, the ISP has to send a signal to that modem, telling it to turn the light on whenever there's email (the modem doesn't check to see if you have new mail). Anyway, ATTBI doesn't have any network provisions to actively use that e-mail light. The same goes for the activity light. We don't have anything on the network telling the modem what to do with that light, so we don't really know (read: care

) what that light is doing.
Since your PC is off, I'm guessing it's not showing activity between the PC and the modem. It might just be the modem talking to the network. Who knows. The best thing would be to consult either an online manual or the manual that came with the modem if you were actually given the retail box, software, and documentation at the time of install for difinitive info on what information that light is providing.
