I'm not sure that would be a valid excuse if it were happening in public anyway, but from the first article:
Cruz said that when he heard a commotion, he walked out of his back door with his cell phone to see what was happening. He said that when he saw the street lined with police cars, he decided to take a picture of the scene.

In the second article, there is nothing to indicate a concern about blowing the cover of undercover officers.

Don't get me started on Philly cops.. some of them do a good job but unfortunately the bad/moronic ones like this guy give them all a bad name.

I'm not a cop hater by any means. But I am a firm believer in transparency and accountability in government. And this is a serious affront to those concepts.
