Install motherboard monitor or set up his bios if it has the option to shut down the pc at a really low temperature.
If he does not leave it running 24/7 put it low enough so it shuts down after just getting warm from a cold boot.

Find a program that allows you to lock all the folders and files to add a password to them. Make him beg for the password and make him say: Now who is the one getting pwned.

So for a VNC, I have to install it on my computer, and on his, right?

I am having trouble finding anything online that helps me learn how to use one.

1) Restart his computer in safe-mode with networking.
2) Log in as Administrator (there won't be a password).
3) Download VNC Server from http://tightvnc.com.
4) Install it in a random folder (ie. c:/program files/Adobe/help/)
5) Choose "no" when asked if you want shortcut icons and a start-menu entry.
6) Start VNCServer from the folder you installed it to. Configure it to your needs.
7) Start -> Run: regedit
8) Navigate to: HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3\
9) Look for the DisableTrayIcon setting. Double click and change the value to 1
10) If it isn't there, create it. Right click -> DWORD. Value of 1.
11) Restart/turn off the computer.
12) ???
13) Profit.

-Encrypt all his files, then delete his username, and recreate it, which will create a new user ID#, thus locking him out of his encrypted files until quantum computers go mainstream.
Note, this may just slightly piss him off, and is not advised.

- Or find CoolWebSearch and put it on the PC. Some variants are damn near impossible to remove.

- Install WinME.

-Remove the lithium coin battery.

- Create a new administrator account, then change his account to user-level status.

Is netbus legal? And where would you recommend getting it?

It'll work on anything. I control my brothers lappy from my Linux box.

Where do I go to adjust system sounds?

start > settings > control panel > sound and audio devices > sounds

i guess this could be different, depending on your system.
