I need someone good with HTML and tables! PLEASE!

Is there any way to design a site w/tables (which is how I had this designed before), so that it begins at the 0,0 x/y coordinates? When I try to design the new site, I can't seem to avoid getting some of the background in the way. :(

Ok: next question. In my opening, I'd like to do a browser scan - Javascript - and depending on what the result is, either display in tables or layers.

1) Is this a good idea?
2) How can I do it?

Tables are W3C standardized, so I'd say; just do the tables and be done with it.
