The water starts to make the air move. The moving air, by nature of its motion, has lower pressure. Thus, the curtain is pushed inward by the higher pressure outside of the curtain.
This happens in my shower at home, and I find it annoying. My theory is that the hot water coming from the show head heats up the air. The now hot air rises. Low, cool air has to come in to takes its place. Since the only place this air can really come from is through the curtain/from the other side of the curtain, the curtain moves inward from either the current or the lower pressure inside the shower.
I have found that leaving a little opening on either side of the curtain minimizes the amount that the curtain moves inward.
