I finished Blood+ recently and I really enjoyed it. Also thought Last Exile was a good PG13 adventure.

A Wind Called Amnesia
Paltabor (nobody suggested Patlabor? OVA, TV series, New Series, Movies)

you got plenty of stuff already.
 
Mobile Suit Gundam 0079 - my personal favorite gundam, it's true the art is horribley dated but the story is still great, in fact more happens in the first 6 episodes then most full length series.

Gundam 0080 War in the Pocket - brilliant and sad story, the kind of anime you could show to someone who doesn't like anime and they would get it, like studio ghibli films.

Gundam Zeta - considered the best gundam, if not the best mecha, and sometimes even the best anime ever.

Eureka Seven - i put off watching this for a good while as the idea of surfing robots just didn't sound very appealing, but it turned out to be a really great show, lots of evangelion influence as well.

Read or Die - the OVA one of the best short length anime out, at 3 episodes; and the series is even better.

I also enjoy Trigun, Wolfs Rain, Fullmetal Alchemist, Vampire Hunter D, and you've already seen Outlaw Star...
 
if your into anime movies i enjoy the old school studio ghibli stuff... (howls moving castle, laputa, kiki's deliv service, princess mononoke, etc.)

some other great movies:

tokyo godfathers
otaku's in love (non-anime, but must see for any anime fan)
Jin Roh - The wolfsbrigade

i suppose these are all fairly popular, but they are still great animes...lmk if you want some more abstract ones
