I'm in the in the boat in act 2 and there is this guy with a t shirt on and a shotgun kicking my ass.

Its the guy the russian wants me to kill. He stands at the other end of the boiler room behind these pistons and a box. Well actually he stands wherever the he!! he wants because my bullets don't do sh!t to him

There are 2 valves on the right side of the room near him but they won't turn.

What do they do and how can I kill this bastard?

He is just hard to kill. It's just a "boss" you have to kill. After you hit him enough times, he will come after you. Then just kick in the bullet time and let him have it. I usually hit him with a grenade or a molotov before I start shooting.

The only way i beat him was to run outside... then when he tried to follow me and got stuck... I pulled out my sniper rifle and, through the glass in front of the upper room (where you come in and go down the stairs) I shot him in the head 5 times to kill him.

yeah, just get him to run after you, or turn bullettime on, take your sniper rifle out, and shoot at his head a few times

Worked like a charm. I gernaded him a few times and 2 shots in the head.

Before I unloaded everything I had into his body and he didn't die. All I had left was my bat.
