I have a Tyan Trinity 400 S1854 motherboard.
-P3 667 Mhz CPU
-128 MB PC133 Hyundai SDRAM
-Diamond Viper V770 Ultra TNT2 32MB

How do i get optimum performance out of my
hardware? Maximum (safe) o/c speed?

Check out http://www.overclockers.com. That has a database which will give you infromation on how others with your CPU got to the speeds they did.
