I need help. How can I make a policy on my desktop for users.

In our school each computer has restrictions for example a user has limited access to the operating system/desktop like the user cant install a program, the user cant run a certain software, the user cant change the wallpaper, the user cant view a certain folder, the user cant open the run command etc.

I have a desktop PC here at home and I also want it to be like that by assigning different user accounts and putting restrictions to there usage.. is it possible for a standalone desktop PC? and how? Im quite confused and very amatuer whenever I see the user policy/group policy (I dont even know if this is the thing to configure). Is it possible?
 
And of course, go to User Accounts in Control Panel and set up Limited accounts for these users so they can't undo your policies. Make sure all Administrator-class accounts have passwords (duh), preferably decently-strong ones that include at least a symbol. p1zza=tasty? 😀
