AFAIK, it would probably have to be a software based TV card that supports MPEG4 codecs, since I'm not aware of a hardware solution.

Transcoding is probably your best bet depending on the container that player supports (AVI, MOV, MP4,VC1,WMV,RM).

I have done realtime encoding with a ATI TV Wonder PRO in DivX on a AMD XP 2600+ with 512mb of RAM, which is not a top of the line system by any means. Looking at the computer in the OP's signature, he will have no problem encoding to MPEG4.

On the topic on which card to buy... I can narrow it down a little. Don't buy ATI's TV Wonder PRO, it continues ATI's legacy of poor drivers and software (flamebait).
