I need a program like photoshop but free

I need to resize a picture I have but I need to be able to type in the numbers about how big it is. Like when you want to resize something in Photoshop it says length and width and then it has an area for numbers I need a program that can do that.

You have two options.

Either the Gimp, which is a full blown editor

or

Irfanview which is a viewer with limited editing

If it's only a one time thing, or a rare thing, you can try myimager.com.

I use ACDsee 3.1 for quick editing and viewing. It was the only version that I liked, the newer versions don't work nearly as well.

The program from Croatia gets my vote, too.
IrfanView is good stuff and so easy to use.
