I've got an almost 3 year old Droid Razr. My employer used to buy my cellphone and pay a cellphone allowance, but some genius in accounting figured they were wasting too much money on that and killed the allowance if you make over a certain wage here....

I'm grandfathered in on Verizon's unlimited data plan and I pay a mere $65/month after taxes for 450 minutes and unlimited text/data. I'm happy with that because I don't talk that much to non-verizon numbers. My phone, however, is starting to show its age. It gets extremely slow from time to time which is so bad I can't always answer it because the phone app won't come up. I've tried a few things....lag fix, formatting my memory card, rooting the phone, etc... I think it's just a memory/processor issue after JellyBean was installed...things were faster before it....but rather than getting another rom, I'm thinking about moving to something different.

What's a good replacement that I can buy with cash (out-of-pocket) that will give me performance, value, 4g, bluetooth, and allow occasional free wifi tether under the radar? I like android because my music collection is on Google Music...but other than that, I could switch to iPhone if I could get used to only having one button.

I would suggest swappa's Verizon section.

Swappa.com
This.

Right now the best value is probably the G2 (excellent battery, though non-swappable, and a SoC very similar to 2014 flagships). Note 3 and One M8 are also reasonably priced. Moto X is probably your best bet at a smaller size, though with its lower specs it may run out of horsepower sooner rather than later.

I hadn't considered the MotoX because their marketing was all about building a 'pretty phone'. The price point appears to be pretty decent.

Thanks for the Swappa recommendation.

How did you get that plan for 65 a month? Mine is $83 with a corporation discount.

I'll reccomend Swappa and probably look at the HTC m7, g2, Moto x, m8 if it's not too expensive used, droid DNA if you want to go cheaper.

Mine used to be $81/month for the same package after taxes (regulatory taxes different per state). In 2010 or so, Verizon started a promotion around the time Sprint was offering their Unlimited Everything plans....they had a special promotion you could sign up for at the time to get a discount. Apparently, it never expired. On top of that, I get almost 20% off for a corporate discount as well and I'm on one of the more frugal minutes plans at 450.

If it weren't for unlimited data and superior tower coverage, I'd drop Verizon in a heartbeat. The difference of $15-20 a month I could save isn't worth the uncertainty and possible overage charges when streaming music.
