I need a MPEG editor which does not re-encode

Hi,

After leaving my computer on for 30 hours (!) to obtain the best possible MPEG file (for a VCD) from some DVD footage I had - using TPMGEnc, I realized I need to cut the first 15 seconds. So I'm looking for a free program that would simply allow me to cut the file. Nothing fancy, something like AVIChop wil do. However, it has to be a straightforward cut, no re-encoding.

Any ideas?

Or does anyone know if Premiere would do that? I know Ulead will try to re-encooe my file, and it's got a crappy encoder, but I haven't tried to play with Premiere yet.

There are a few MPEG editors on the Web, such as Honestech MPEG Edsitor, MPEG Scissos and the like, but they are all demo or shareware, and limited to 5 or 10 minutes of footage - and I got 57! And it'll be kind of ridiculous to buy the program for using it once!
