I need a good synonym

help me ATOT, you're my only hope... 4 years of studying English are failing me, I can't think of a good synonym for pain-in-the-ass'ness to be used in professional communications.

the sentence is reading something like "the (blank) of the new policies implemented in the past four months seems to be having a negative impact on the speed of service that we can provide to our clients without providing any positive results to make up for it."

Pain-in-the-ass-ness just means "annoying," which in the context of policies is just a way to say "bad." Why not use a word that describes why they were bad? Are they too complex or too simplistic? Are they incorrect, or are they overly specific? Are they vague?
