I need a Front-End/Back-End Language Suggestion

What language (Javascript, perl + cgi, etc.) will be best for the purpose of scanning a directory on the server for all *.xxx files for certain variables, then returning the variables onto a webpage in a form that will allow the user to fill in values for the variables?
