There's no such thing as a free MPEG encoder. To legally do MPEG encoding you need to own a license, if the software doesn't come (and if it's free, it can't) with one it's up to you to purchase one yourself.

btw, i used to use a "hacked" version of the ati avivo video converter. worked fine, but that was when it was still in beta, though not anymore now.
