He just needs a basic phone, preferably a candy bar style phone that he can put a sim card in and use in india and europe. I know there are different bands...would a quad-band cover all GSM technologies?
Any quad-band GSM phones should work just fine.
Something from Nokia maybe?
Best bet is to rent a pre-paid phone in country at the airport.
This. Unlike the clusterfuck of carriers and phones we have in the US, other countries aren't so stupid. It's much easier, and cheaper just to get a cheap prepaid phone in whatever country you are traveling to. When you leave the country, just drop the phone off for recycling. There are no extra fees or contracts in most countries besides the US. Don't bother with buying a phone in the US for travel overseas. It's not worth the hassle, expense, and headache you'll get.
