I need a backup software app that works as good as Apple's TimeMachine

Works as well in what sense?

Windows 7 actually has something called "previous versions" built-in, as well as system imaging capabilities. Something like Crashplan or a multitude of other backup software will provide deduplicated and incremental file backups.

I haven't seen anything that has the same sort of fancy UI that time machine does.

Not so much UI but ease of use, reliabilitynand excellent performance. TimeMachine works very well.

I have found Acronis is not always reliable for example. For that matter, I have had issues with poor reliability on the WinXP built - in imaging program. I have not used Win7 version is it better?
 
You could use Microsoft's SyncToy.
It's not a backup software, but it simply syncs between two folders on the fly. Perhpahs it's too simple, but it works silently and doesn't bother you.
