Cameras, seat belts, luxury taxes all lose

CONCORD ? The New Hampshire House yesterday set aside bills that would have allowed cameras to catch red light violators, mandate seat belt use by adults and study a luxury tax yesterday.
Privacy advocates won the day in their fight against the bill that would have allowed cities to install electronic monitors at red lights. The monitors take photos of license plates on cars that run red lights.
Car owners would have been responsible for a fine whether or not they were behind the wheel. Cities would have to pass ordinances allowing the cameras. The Department of Safety would have been allowed to install the devices at intersections on state highways.
Violations caught by the cameras would not be counted as points on a person's drivers license.
The House Transportation Committee recommended the bill, 14-0, but it fell far short of passing, defeated 217-99. A parliamentary move to "indefinitely postpone," the bill passed by a voice vote, meaning the idea cannot be introduced again during this two-year legislative session.
Members also voted down a bill that would have made seat belt use mandatory for all adults in a car, driver and passengers. Those who opposed the bill said New Hampshire's seat belt use rate is not too far off that of neighboring states that require their use by law. The bill, HB 705, was killed 180-124.
