I'm sure care manufacturers will love to put those in! I'm sure they customer would equally love to pay for it.
And not only would very few people wish to pay for Big Brother, but that would work no better than attempts by the software and media industries to prevent piracy. And even if it were make hack-proof, it would still not be effective in preventing most accidents, and likely would even cause quite a few on its own.
Also, how would that system know if I was speeding on a public road... or racing down at my local track? Can I expect my airbags to go off and my brakes to automatically apply while going down the 1/4 mile?
One last point before I leave this thread, the German Autobahn with no speed limits is safer and has lower accident and fatality rates than the US freeway system with its relatively low and strictly enforced speed limits. The difference? In Germany, they enforce proper traffic flow, lane discipline, driver behavior/education/training, and vehicle maintenance -- important safety measures that are NOT enforced in the US.
