The bumper is perfectly rounded and smooth with no place for a number plate anywhere on the front, and AFAIK you are legally required to have both front and rear plates in WA..at least i've never seen a car in before without them at the front that wasn't on the farm

Ideas?

Its a big ass coupe with huge shiny mags (rims), fully tinted windows, and cross drilled vented discs all round

yeah, when i have a car on campus in NY it has PA plates, which means no front license plate. If you buy a car here, they generally don't bolt on the plate holder in the front unless you ask them for it.

mmm its strange because the plate on it is a personalised WA numberplate....

if you have a car in another state for more than three months here you are required to change your plates and reregister the car in that state...
